About

The County of Newell, surrounding the City of Brooks, is home to nearly ten thousand people who reside on farms and within the several towns, villages and hamlets scattered throughout the area. Each community has its own heritage and history waiting to be explored. The history ranges from the time of the dinosaurs at Dinosaur Provincial Park, to the coming of the pioneers and railroad construction, to the progressive advancements today in irrigation agriculture and the oil and gas industry. The county and its communities host numerous recreational facilities and activities such as golf courses, museums, campgrounds, and restaurants.

With over two thirds of the population under the age of 44, the economy in the region has seen rapid growth in recent years within its core economic bases of agriculture, oil and gas exploration and tourism. Over 1 million acres of productive farm land for both crops and livestock and over 800 farms, make the County of Newell a productive agricultural county. Over 30,000 productive gas wells contribute to the success of Alberta's oil and gas industry.

Tourism is bolstered by the many opportunities for water activities, unique prairie scenery, hunting opportunities and western rodeo action. The land in the Province of Alberta known as the County of Newell has come a long way since settlers began settling the area at the turn of the century. Many people have worked very hard over the years to make it the prosperous area that we all enjoy today.

The County consists of the City of Brooks, the Town of Bassano, the Village of Duchess, the Village of Rosemary, the Village of Tilley, and the Hamlets of Gem, Patricia, Lake Newell Resort, Rainier, Rolling Hills, and Scandia.

Climate

Sunshine coupled with warm dry summers means more time to spend outdoors and exploring our region.  The low altitude of the region produces a very warm climate, with particular areas often matching or surpassing the “hot spot” of Canada..   The winter months can have frequent respite from the cold by the warm Chinook winds blowing over the Rockies.

The City of Brooks is within the County of Newell.  Brooks’ climate is considered semi-arid, with the City receiving more than 2,300 hours of sunlight annually.  The average annual precipitation is 37 cm while the number of frost free days is 130.  The average temperature in July is 18.5 degrees Celsius and the average temperature in January is -13.9 degrees Celsius.

Taxes

Residential property taxes are definitely a factor to consider when relocating. Although taxes vary depending on the community, Albertans pay low provincial and municipal taxes, overall, in Canada.

Additional Information

Property tax is either provided as a percentage or as a millage rate.  A mill is one-thousandth of a dollar.  To calculate the property tax, the assessed value of property is multiplied by the mill rate and then divided by 1,000.  For example, property assessed at $100,000 located in a municipality with a mill rate of 20 mills would have a property tax bill of $2,000 per year.

Utilities including natural gas, power, and water are necessary expenses to consider for both homeowners and those renting.  Communities in southeast Alberta boast some of the lowest rates in the country.

Water Service

The Bow River is the primary source of water for the County of Newell.  The water flows into Lake Newell  where it is distributed for both domestic and agricultural purposes.

Potable water is provided by the Newell Regional Services Corporation, which is responsible for the construction of a regional water system for the county. 

The Eastern Irrigation District is the primary distributor of water for agricultural purposes.

Health

Under the Canada Health Act, Alberta has a publicly administered and funded health care system that guarantees Albertans receive universal access to medically necessary hospital and health care services.

All eligible Alberta residents are covered under the Alberta Health Care Insurance Plan (AHCIP) to access healthcare services.  An eligible resident of Alberta is a person who is:

  • Legally entitled to be or to remain in Canada and makes his/her permanent home in Alberta;
  • Committed to being physically present in Alberta for at least 183 days in a 12 month period;
  • Not claiming residency or obtaining benefits under a claim of residency in another province, territory or country;
  • Any other person deemed by the regulations to be a resident not including a tourist, transient or visitor to Alberta.

Effective January 1, 2009, Albertans are no longer required to pay AHCIP premiums.

An Alberta Health Care card gives you access to the public health care system including medical checkups and hospital visits. Private clinics exist, but are permitted to perform only elective services not included as part of the primary care available through our health care system.

Service is provided based on a primary health care model and includes 2 physicians and 2 primary care nurses located on site.

The Health Center underwent renovations in late 1997 and the basement area was converted into a clinical area for physicians and a number of offices for members of an integrated multi-disciplinary team which will be providing a broad range of primary health services to the Bassano community. The area contains a newly renovated physical therapy department and an area for the visiting respiratory therapist. Locally one physical therapist, one physical therapist assistant and one occupational therapist provide therapy services.

Playfair Lodge is a congregate, living facility serving functionally independent senior citizens 65 years of age and over. The Lodge provides housekeeping service, full meal service, laundry service, basic room furnishings, building security, 24 hour non-medical staffing and opportunities for socializing.

Post-Secondary Education

Medicine Hat College  (MHC) has been serving students in southeastern Alberta and beyond since 1965.  Situated in Canada’s sunniest city,  MHC’s main campus services almost 3,000 students each year with another 200 attending Brooks Campus, located 100 km west of Medicine Hat.  With some of the lowest student-to-instructor ratios in the province, MHC offers a very personal, one-on-one student experience.  MHC offers a wide variety of programs to meet the ever-changing needs of students from southeastern Alberta and around the world.

Parks and Recreation

The County of Newell is home to some of the best golfing  in southern Alberta. There are a total of five golf courses:

  • 9 hole course in Duchess
  • 18 hole course in Bassano
  • 9 hole course in Rolling Hills
  • Par 3 course in Cassils
  • World class 18 hole course on the eastern edge of Brooks

Brooks AqueductThe County of Newell is home to the Brooks Aqueduct that is now designated a National / Provincial Historic Site. Built by the early Pioneers to the area of 80 years ago, the concrete structure was a vital link to carry water to farmers and ranchers in the eastern areas of the County of Newell.

The County of Newell also plays host to the United Nations declared World Heritage Site of Dinosaur Provincial Park.  A total of 73 square kilometers have been set aside by the Provincial Government because of the spectacular scenery and one of the richest fossils beds in North America.

Dinosaur Provincial Park is home to the field station of the Royal Tyrell Museum in Drumheller, Alberta. Each year staff from the Royal Tyrell converge upon Dinosaur Provincial Park to begin an annual nine week dig that often uncovers exciting fossils from the past. As recent as 1993, three complete dinosaur skeletons were excavated in the park.

As far back as 75 million years ago, the County of Newell was the place of choice to live and continues to remain the same today.
